Open to any person in the United States, the District of Columbia, and U.S. territories. No account. Write a structured grievance, send it on an official contact page, and keep a clock on whether anyone answered. Desk looks up current official pages and shapes the ask. Floor reads the House week, the Senate calendar, and the Federal Register from those official pages and must stay within 12 hours. If weekday reporting is missing after that window, the miss is logged as a meme — a miss on the record, not a joke. Your petitions stay on this device unless you export them. Official .gov contact pages can be saved for everyone. When you record a send, the schedule watches the date. If nobody answers before the clock ends, silence is recorded for you.

What the Petition Clause does
Congress shall make no law … abridging … the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.
- The ask is protected. You do not need permission from an agency to write a petition.
- A reply is not required. Smith v. Arkansas State Hwy. Employees, 441 U.S. 463 (1979); We the People v. United States, 485 F.3d 140 (D.C. Cir. 2007).
- A social post is not a petition unless it is framed and routed as one — claim, ask, venue, addressee.
- Congress already has a process. House Rule XII, clause 3: a Member may sign and deliver a citizen petition to the Clerk. This page prints a cover. It is not the Clerk. You cannot file it yourself.
How claims are marked
You mark the claims. Evidence is a record you can point to. Inference is a conclusion. Assumption is a guess. A petition with no Evidence claim cannot be marked sent.
You can point to a record. If someone asks “how do you know?”, you have an answer.
Incomplete. Leave it unmarked rather than upgrading a hunch.
Contested. Do not publish it as settled fact.

- Filing here does not file with Congress, a court, or an agency.
- There is no constitutional right to a reply.
- Acknowledged is not redressed.
- Silence will be recorded as silence. Silence is not a verdict.
- This public record does not collect a home address or phone number.

- A petition is a peaceful ask. Do not use this to threaten anyone.
- No seals, no “.gov”, no “filing accepted” badge.

Under House Rule XII, clause 3, a petition from citizens is signed by a Member, delivered to the Clerk, noted in the Journal and the Congressional Record, and referred by the Speaker to committee. Agency rule petitions go to the agency under 5 U.S.C. § 553(e), not to a social inbox. Casework (benefits, passports, delays) is a different lane from a policy petition — split them.
